Education is an ever-developing sector where, every now and then, many new policies, and methodologies are introduced to upgrade the learning quality and experience for the learners. 

One such policy is National Education Policy 2020 (NEP 2020). NEP 2020 is a landmark document brought into existence by the government that aims to transform the Indian education system in order to make it more holistic, multidisciplinary, and internationally competitive. 

NEP 2020 covers all levels of education, from early childhood care and education to higher education, and proposes several reforms and innovations to improve the quality, equity, and accessibility of education in India.

One of the key aspects of NEP 2020 is the National Curriculum Framework for School Education (NCF-SE), which is the curriculum framework for the 5+3+3+4 design of schooling as proposed by NEP 2020.

The National Curriculum Framework for School Education, also known as NCF-SE or NCF 2020, is the curriculum framework for the 5+3+3+4 design of schooling as proposed by NEP 2020. 

The National Curriculum Framework for School Education is predicted to provide broad guidelines for curriculum, pedagogy, assessment, and examination for school education and to enable the development of critical thinking, creativity, and problem-solving skills among students.

The NCF has significant implications for higher education, as it will determine the learning outcomes, skills, and competencies that students will develop by the time they complete school education and enter higher education. 

Challenges in Implementing National Curriculum Framework in Higher Education

Implementing National Curriculum Framework in Higher Education is not a smooth drive on the highway. There are multiple challenges that need to be tackled and overcome that are related to the existing gaps, constraints, and issues in the higher education system. 

Some of these challenges are:

  • Faculty Shortages: 

A major challenge in the implementation of NCF 2020 is the shortage of qualified faculty members across the disciplines and institutions. 

According to a report by All India Survey on Higher Education (AISHE) 2019-20, there were about 15 lakh teachers in higher education institutions in India as of September 30 2019. However, this number fell short of meeting the demand for faculty members as per the specified norms of student-teacher ratio (STR). 

The shortage of faculty affects the teaching and learning quality in higher education institutions as well as their ability to offer multidisciplinary courses and programmes. 

To address this challenge, there is a need to: 

  • Increase The Intake Capacity And Quality Of Teacher Education
  • Provide Incentives And Opportunities For Faculty Development Programmes 
  • Encourage Faculty Mobility And Exchange Programmes
  • Quality of Education

Another challenge that surfaces in implementing National Curriculum Framework is the uneven quality of education across the institutions, disciplines, and programmes. 

As per the National Institutional Ranking Framework (NIRF) 2020, only 16% of the 3,800 institutions that participated in the ranking scored above 50 out of 100. 

The learning experience, outcomes, and employability of students is directly affected by the quality of education provided. 

To address these challenges, there is a need to:

  1. Establish A Robust Accreditation System
  2. Enhance The Infrastructure And Resources
  3. Foster A Culture Of Excellence And Innovation

Opportunities In Implementing National Curriculum Framework

Implementing National Curriculum Framework is not only full of challenges. There are several opportunities in its implementation that can enhance the quality, equity, and accessibility of higher education in India.

Here are some of them for you:

Greater Transparency and Accountability

One of the opportunities of implementing NCF 2020 is the increase in transparency and accountability of higher education institutes and programmes. 

The National Curriculum Framework proposes to establish a National Assessment Centre (PARAKH) that will set norms and standards for student assessment and evaluation at all levels of school education.

It also offers to develop a National Achievement Survey (NAS) that will measure the learning outcomes of students at various stages of school education. These initiatives will provide reliable and comparable data on the performance and progress of students across schools, districts, states, and regions.

The transparency and accountability of higher education institutions and programmes can be enhance by adopting similar measures that will assess and report the learning outcomes and employability of students at various levels of higher education. 

This will help to:

  • Provide feedback to students, teachers, parents, employers, policymakers, etc. on the strengths and weaknesses of higher education institutions and programmes.
  • Identify the gaps and challenges in higher education curriculum, pedagogy, assessment, etc. and suggest remedial actions.
  • Promote healthy competition among higher education institutions and programmes based on objective and verifiable indicators.
  • Ensure public trust and confidence in the quality and credibility of higher education institutions and programmes.

Evolving Roles of Universities and Colleges

Another opportunity of implementing NCF 2020 is to redefine the roles and functions of universities and colleges in India. 

The National Curriculum Framework for School Education expects a transformation of school education from a rigid and fragmented system to a flexible and integrated system that allows multiple entry and exit points for students.

The National Curriculum Framework for School Education also expects a shift from rote learning to experiential learning that emphasises hands-on activities, projects, internships, etc.

Redefining the roles and functions of universities and colleges by aligning them with the National Curriculum Framework and ensuring complementarity and continuity between school education and higher education.

This will help to:

  • Provide seamless pathways for students to pursue their academic interests and aspirations across different levels and types of higher education institutions.
  • Offer diverse options for students to choose from various disciplines, courses, programmes, etc. that suit their aptitude, ability, and preference. 
  • Create opportunities for students to gain practical exposure and experience in various fields and sectors through internships, projects etc.
  • Foster collaboration among universities and colleges for sharing resources, expertise, and best practices.
